Les cabinets Teritéo et Ubak (La Strada) ont été missionnés par le Conseil départemental du Puy-de-Dôme pour réaliser leur Schéma départemental d’amélioration de l’accessibilité des services au public (SDAASAP).
Avec une moyenne de 78,6 hab/km², le département se situe en dessous de la moyenne nationale (103,4 hab/km²). Ce territoire se caractérise par de fortes variations de densité de population entre l’arrondissement de Clermont-Ferrand (204 hab/km²) et les arrondissements ruraux qui peuvent atteindre 23 hab/km² (arrondissement d’Ambert). Cette variation de population entraîne des disparités en matière d’accès aux services.
Deux grands enjeux sont poursuivis par le SDAASAP :
Pour cette mission, nous avons organisé 4 ateliers thématiques. Ces ateliers ont mobilisé les participants autour de 5 thèmes clés : Les services de santé ; Le social : Les commerces de proximité ; Les mobilités ; La médiation et l’inclusion numérique.
Ensuite, nous avons réalisé une consultation auprès des habitants, qui a reçu plus de 200 réponses viables. Elle a permis d’analyser l’accès aux services et les besoins de la population. Les résultats des ateliers et de l’enquête ont permis d’alimenter les fiches-actions (voir image).
Ces fiches apportent des réponses concrètes aux carences identifiées durant la phase de diagnostic. Au total, nos équipes en ont rédigées 25. Ces fiches-actions sont ensuite classées en fonction d’orientations précises et organisées autour de 4 rubriques :
Enfin, nous portons une attention particulière à l’élaboration d’un calendrier pluriannuel réaliste favorisant la mise en place d’un tableau de bord de suivi évaluation.
